Information System Security Officer (ISSO)  

Taranet is looking for an Information System Security Officer (ISSO) to join our team supporting a client in Monterey, California. The opportunity requires a current  Top Secret/SCI clearance, and, due to the nature of our client base, only U.S. Citizens may be considered. 

The Taranet team will provide ISSO support services in support of Authorization & Accreditation (A&A) activities for the Cybersecurity (CS) group. Work will include planning, preparation, validation, documentation, implementation, and coordination of Cybersecurity (CS) Assured Compliance Assessment Solution (ACAS) scanning, Security Technical Implementation Guide (STIG)/Security Requirements Guide (SRG) scanning/checklists, and Vulnerability Remediation Asset Manager (VRAM) reporting requirements.

This requirement is to provide services to plan, prepare, validate, document,

implement and coordinate the CS division’s Information Assurance Vulnerability Management (IAVM) and A&A activities.

Duties:

  • Perform assigned CS duties associated with unclassified, classified, and top-secret Network systems.
  • Perform assigned CS tasks using established DoD and Navy CS policies and procedures.
  • Perform varied work, which may be somewhat difficult and involve limited technical direction.
  • Perform Cyber Security Officer duties, including incident handling, drafting CS policy, guidance, and/or standard operating procedures.
  • Create and recommend CS policy, guidance, and standard operating procedures.
  • Plan, implement or monitor CS safeguards for networks associated with approved plans.
  • Perform compliance monitoring, including network and/or systems audits, to assess CS-related factors.
  • Assist in preparing and maintaining A&A documentation.
  • Assist in conducting CS safeguard tests and providing CS requirements.
  • Participate in CS risk assessments.
  • Ensure necessary reporting is captured and maintained for evaluation.
  • Ensure conformity with password policies.
  • Provide and monitor security countermeasures.
  • Assist with coordinating CS activities associated with remote access, including virtual private networks (VPN).
  • Assist with or perform CS tasks to handle personal, confidential, and privacy act information properly.
  • Attend meetings as directed by the ISSM.
  • Perform other CS duties as directed by the ISSM.
  • Coordinate timely notification and resolution of pending CS issues, including FISMA POA&M, and pending items in the vulnerability remediation asset manager (VRAM).

 Preferred experience:

  • Requires bachelor’s degree in computer science or computer information security.
  • 5+ years of related experience. Related experience should include aspects of understanding CS best practices and procedures; knowledge of current CS tools available; hardware/software CS implementation; communication protocols; Public Key Infrastructure and encryption techniques; familiarity with commercial products, and current internet technology.
  • Requires ability to understand and implement technical vulnerability remediation in response to ACAS Scans and DISA STIG SRR Scans
  • This position has been designated as a Cybersecurity Workforce position.
  • Applicant must earn and maintain appropriate credentials for the CSWF Qualification with the scope of the major assigned duties for the position.
  • Participate in a continuous learning program as described in DoD 8140.03. A minimum of 20 hours of CSWF-related continuous learning annually, as documented through submission of training certificates.
  • This position is designated as a Special-Sensitive position that requires privileged access and/or manages CS controls, and a Tier 5 investigation is required.
  • As a condition of employment, the required certifications must be obtained before engagement.
  • Requires at least five years’ experience with Networking and Computing technologies; certification is desirable.
  • Demonstrate understanding and use of DoD CS and security concepts, practices, and procedures; possesses an understanding of sensitive unclassified and classified information; requires a working knowledge of DoD Directives to include 8500.1, as well as Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIG) based on prior work experience or education.
  • Demonstrate an understanding of the various IT system security essentials, including hardware (e.g., servers, routers, and firewalls), software (e.g., operating systems, CISCO IOS, VMWare), system audits, overall CS, access control systems and methodology, physical security, and information security.
  • Requires at least three years experience with ACAS scanner administration, preparing and implementing Certification and Accreditation policies and procedures, and performing IT security assessments involving system and enclave policy protections within a complex Windows, Linux, VMWare, and Cisco IOS environment.
  • Required to have basic office administration and organizational skills and working knowledge of Microsoft Windows Office products.
  • Excellent written and verbal communication skills are required.
  • Individual must possess the ability to oversee and integrate all aspects of system documentation and related Cyber Security elements; the ability to assess CS impact on the overall IT program or platform and determine best vulnerability mitigation requirements.

Credentials:

  • Requires bachelor’s degree in computer science or computer information security.
  • Current ACAS Certification required.
  • Current Red Hat Certified System Administrator (RHCSA) or current CompTIA Linux+ desired
  • Current GSLC, CISSP, CISM, CAP, or CASP required.
  • Requires current Top Secret/SCI eligibility.

Instructional Designer  

Taranet is looking for a Instructional Designer to join our team supporting a client in Monterey, California.

The Taranet team is responsible for providing instructional design support for courses delivered in a distance learning (DL) and in-residence format. ​ This includes designing and developing courses for online delivery, integrating interactive and engaging content, capturing client’s needs and goals, staying current in knowledge of learning theories, ensuring compliance with policies, conducting research and evaluation, and developing training resources. 

Duties:

  • Design and develop courses for online delivery modes that include the incorporation of learning management system tools for instruction and communication.

    Create course templates in the learning management system (LMS) that support the standardization of course delivery for distance learning by:

    • Working with distance learning stakeholders to capture the required elements for course templates.
    • Creating tutorial and support materials for faculty to facilitate faculty use of course templates.
    • Applying distance learning and e-learning design principles when creating course templates and supporting faculty looking to transition in-residence courses to distance learning course templates.

    Develop and promote strategies for integrating interactive and engaging content, both synchronously and asynchronously

    Capture the client’s needs, goals, deliverables, timelines, and required resources using an intake form or other necessary documentation for each developed course or piece of material against this contract by:

    • Identifying and applying relevant design principles and utilizing the appropriate project management techniques to meet the objectives identified in the intake form.
    • Providing incremental project status updates to fulfill timelines for completion of milestones established for each assigned task.
    • Notify the contracting office representative (COR) if there is any concern or risk of not delivering materials following intake timelines.

    Remain current in their knowledge of applicable learning theories and deliver instructional media that is user-centric, well-designed, and facilitates the teaching and learning process.

    • Provide subject matter expertise through research to enhance the effectiveness of NPS instructional material and subsequent application to NPS courses with instructor approval.
    • Use evidence-based instructional design models to support the design and delivery of technology-enhanced instruction.
    • Engage in activities that inform technology integration decisions and support the design of technology-enhanced learning activities.
    • Assist with the implementation and strategic direction of incorporating educational technologies into course instruction.

    Assist with ensuring online courses are compliant with university/federal policies related to copyright, accessibility, regular and substantive interaction, and academic integrity and review courses for alignment with established standards of quality.

    Conduct research and evaluation on topics and practices of importance related to improving student success and retention in online courses and programs.

    • Perform needs analysis of current systems and research, make recommendations, and test new tools and modalities in coordination with DL leadership.
    • Provide consultations on research design and data collection methods appropriate for online learning environments.

    Develop research-based individual or small group training resources to integrate the use of NPS pedagogical and technological tools.

    • Assist faculty through 1:1 training and consultations in course builds within the LMS, including but not limited to: course design, use of templates, uploading course materials, developing assessments, and incorporating educational technology.
    • Create tutorials in the form of Knowledge Base articles, videos, or other asynchronous resources to support the use and adoption of educational technologies.

    Facilitate the execution of video project plans, for distance learning as well as classroom use.

 Preferred experience:

  • Desired Qualifications: Experience working with faculty to design and deliver academic content in a remote/distance learning setting. Understands adult learning theories and their application to STEM disciplines in higher education. Has a proven track record for being able to work independently and collaborate well with faculty of varying teaching experience levels.
  • 5 years of experience with instructional design, instructional technology, quality assurance, and effectiveness assessment in higher education.

Education:

Required Education: MA/MS degree in the education career field, instructional design, or relevant professional discipline.
